I have a account in Dutch Bangla Bank so if I apply for this card with that account number will i be able to use my taka internationally (in USA, Canada, India) which are in my account? Or I need to keep dollar?

Are you trying to load money from your personal bank or are you trying to accept money for services provided online/abroad?

It sounds like to me you are trying to self-load money from your bank to Payoneer, which is not a service that is being provided. Cash gifts from friends or family members is also not supported.
