I could not tell you to be honest. I have traveled to Europe on multiple occasions and the settlement date of the transaction was always different. Also sometimes the card provider may implement a feature that makes you pay the transaction at a later date (but this is something completely unrelated to Payoneer).
The country is not normally a factor in this case, but the way the banks operate in regards collecting transactions from non-locally issued card can be different.

When using the card at the local/online store, at times even through the transaction was completed successfully, the settlement date has yet to be defined because the merchant did not "settle" the transaction. in this case, the transaction will be placed on hold (pending authorization) until the merchants completes the transaction.
This is most common with hotels and vacation rental establishments as the transaction will be held until the transaction is settled. Other merchants such as ATM's may also put a hold on the funds until the transaction is settled.
