"Haven't You Received A Card?" option is invisible

I ordered a payoneer debit master card. But the card is not arrived yet the estimated time is over. So I want to re-order a new card. But I can't found "Haven't You Received A Card?" this option at my profile. So I can't re-order for a new card. Please help me.
