I can't add Payonner card with my Facebook account

Hello, my Payoneer card is activated & 50 dollars have my account. when I do add my card with Facebook business manager account, Facebook will say "This card was declined. Please review your card information and try again or use a different card. If you continue to have problems, please contact your bank." But why?
Please give me a guideline.
