ATM charged card but did not give cash. Payoneer support did not return my money!

1) in Turkey ATM took the following money in 5 transactions, and as you see happened during 1 minute, which is just not possible. ATM did not give me cash:

THis is really strange case as People were able to withdrow their money after I stepped away from the ATM. Payoneer support was not active at all and after 90 days passed - just notified me that I lost. But its crasy as I never received cash! So I lost more then 2500 USD!
2) happened in Poland in July 30 2017 so today is 36-th day already and still no result:
I tried to withdrow 1750 EUR (2100+ USD) from ATM and while counting cash ATM stopped working and gave error. Dispute is not ended yet, but I am really worried with Payoneer support, espetially I have previous experience when I lost 2500 USD in previous dispute! Its 36-th day and situation is clear enough to return me my money.

Sorry to hear about your experience. I can imagine that having to deal with a disputed transaction is not a pleasant experience.
I can't really say anything about the first issue, mainly because I cannot know what circumstances led to that decision. However, the second situation you described is related to a technical issue with the ATM from the sounds of it.
When disputing a transaction, one of the things that is being reviewed by the entities involved in the dispute is proof of service. It is extremely hard for a merchant to disprove a dispute if they are unable to prove that a service was not facilitated to the customer. In my (personal) opinion, the dispute will rule in your favor, but you need to wait for the dispute to be concluded.
When a dispute is filed, Payoneer passes the information to the banks and processors that are involved in the transaction as part of the investigation. This is a highly regulated process which is why it is nearly impossible to get any updates regarding the dispute until it is concluded.
The only thing I can suggest is patience until the dispute is concluded, which can take 60-90 days from the moment the dispute is filed.
