Refund question

Hi i bought an item in ebay with payoneer cc from a seller that i didn't get, and after a month i got a message from ebay telling me that they banned the seller because of non authorised activity. i tried to get a refund they told me that they cant help because i didnt buy with paypal and i should contact the bank if i want a refund so how can i do that ? and i it possible to get my money back ?

    Did you purchase the item with the Payoneer prepaid MasterCard? If your Payoneer MasterCard was used with ebay for the purpose, it is possible to dispute the transaction.
    Please get in touch with a Payoneer representative as soon as possible so they may provide you with the dispute forms to get started.
