Payment Under Review for over 12 Days :(

Hello !

I paid for a Freelancer on Jan 10 2018.
Payment put under review. After few days, Payoneer asked me to send Scanned copies of ID proof and Credit Card.

I sent them already. Even a week almost passed. Still no reply to my tickets.

How can I cancel the payment and get it refund to my card back ?
