Card received but account closed

I have requested for my account to be re-opened, back in December, and there still nothing. I was told that my email address can't be found and that I should open a new account. But, I have received my NEW Payoneer card, even though my account is closed, so I have no way of activating that card. My account ID is: 17508356. Can someone help me with this? I just want to re-open my closed Payoneer account...

    We are sorry to hear about your experience. We suggest you directly contact the support and provide them with your customer ID, so they can locate your account. Once done, you'll have to verify some information in order to resume activity.
