What is the status of my account?

Hello, I applied for registration of the account and received an automatic rejection letter due to sanctions (I'm from Russia, not Crimea). At the same time, my account is available, I can get to my personal account. Can I find out the status of my account? Сan I use it, despite the refusal, or is it still inactive, but not blocked for some reasons?
