Disappeared the option to: send payments?

I want to make a payment, but I do not see the option to send payment to another account.

    The ability to transfer funds to other Payoneer users is a feature that is available for all, however please note that our users must be actively receiving payments from clients and companies that pay through Payoneer before the feature becomes active. Even if after you receive several payments the feature has yet to become active, please note that you will need to receive additional payments before the option becomes available.
