Question about the Payoneer mastercard fees

Hello. I'm from the Philippines. I ordered a card a few weeks ago and just waiting for it to arrive. I have some questions about the fees. How much is the activation fee, really? I've read somewhere it's $9.95 or $24.95? Which is which? Also I read there's an annual fee of $29.95. My question is: when will I get charged with the annual fee? Upon activation or a year later? So in that case I'll pay the annual fee on top of the activation fee? I just want to clear that up. Thanks!

What program? Are you talking about the global payment services I registered? Well, I'm receiving payments from Amazon. That's my only source of funds for Payoneer, wherein I signed up for free directly. No third party link whatsoever.

It doesn't really answer whether the $29.95 will be deducted from my balance the moment I activate the card and load it up with funds. And if I'll get charged with a separate activation fee and how much is it going to be?

I'm still really confused. Thanks!

Yes, I have a USD balance. That's the currency Amazon KDP pays me.
