link payoneer with paypal

hello,
i just get my payoneer prepaid mastercard i put 3 $ on it and link it on paypal the verification process pass with no issue.
i read in this forum that i need to add my us global payment detail to withdraw the money to payoneer and be able to retieve the money from an ATM, then i got this error (Sorry, we are not able to process your request. Please try again later) while i tried to link the Global payement detail on paypal.
i contact paypal support they said we don't accept this kind of virtual account.
is payoneer fully supported by paypal or not ?
