Request a Payment. How its work ?

I requested a payment from my USA client. He paid it but his account not charged for the transaction. I also don't get any notification. Inside my Payoneer dashboard it showing canceled status. Nothing else. My Live Chat unavailable. So I can't contact support. What was the reason ?
