Link to local bank account problem

Hi, Please can anyone tell me that my account is locked again, again today, because I'm trying to link to my local bank account. There are three steps to complete the procedure first step ok, second step is also ok, last step puts my own information giving error to me. I remember my date of birth and password too! Error showing in this section, I don't know why this happens to me. Anyone can solve this problem? Thanks

    Only Single Payoneer Card is assigned to each individual, Why do you need another card?
