Help with Global Payment Services

I've been using Payoneer for a few years now and haven't had a problem until the last week of October, when my funds were held by Payoneer because I needed to send more information about the source of my funds. I make YouTube videos for two channels for a living, and I received them via PayPal, and Payoneer asked me to send proof that I was the account owner or something, and since I saw no other thing I could send, I linked to my PayPal.me page.

It took a while for Payoneer to review my information, and after repeatedly asking through customer service, the funds were made available to me, but my Global Payment Service was disabled, for good, apparently. I don't understand what I did wrong. Is there really no way to enable again? Caouldn't Payoneer have made it more clear what I was supposed to send to them?
