Can't order a new card

Hello, my card has already expired and I want to know how to order a new one but I am not finding the option to do so.

I have submitted a ticket last Monday under this request number 190121-013741 and until now there is no response.

Also, in my account it shows "Your card is blocked!"

Does anyone know how to solve this issue?
