Can't receive payment. The bank of my client flagged the activity as fraud?

I've sent her a payment request for $25.
She tried to pay using her Mountain Pacific Bank card, but the payment was denied, she told me this:
"They said that the flagged my account for fraudulent activity because it was an international transaction.
They put a lock on my card and I wasn’t able to use it"
This is very serious! Why does her bank say this is a fraud?
And this is not an international transaction, right? Isn't this the purpose of Payoneer? To let us freelancers to get paid remotely?
Isn't my Payoneer card/account "from" the USA?
It should be consider a local payment for her, right?
Please help me, this was my first try using this service and this happened.
It's not a good start for the relationship between Payoneer and me....

Hi there,
I'm sorry this happened. This is more so an issue on the payer's card company. Some card companies, for security reasons, will put some additional restrictions on the card. When the card is used on Payoneer, it is not a merchant or site that their card company recognizes, so as a result they decline the transaction. This is why they classify it as fraud - not because we are a fraudulent company, because we aren't, but because her bank didn't recognize us among her account activities.
I suggest having her try again to pay, after she calls her bank and asks her to approve payments from us.

I'm posting my question here because it wasn't resolved and it was somehow deleted from the Ask Community page and turned into a comment on someone else's question. (Is this a glitch?)
I used the US bank account details provided by Payoneer on my Kindle Direct Publishing account so I could get paid by them. Amazon initiated the $0 transaction on June 13, and my guess is that they're checking if the bank details I've left on KDP are valid. However, that transaction is still pending. My Payoneer card has expired last year, and my balance is $0.
Payoneer says I have to start receiving money to be able to order a new card, but in order to receive money from Kindle Direct Publishing (Amazon), it seems I need a valid card because when I click on the blocked card I see that pending transaction is linked to it. Or is there any other reason why that transaction is still pending, and will I be able to receive money from Amazon with the expired card on my account?

Hi there @vem5 Please note that you do not need a card to receive payments from Amazon. Payments sent from Amazon are via the US Payment Service details, not through the card. Sometimes when those $0 are sent, it is simply a technical issue from the sending company's side. We advise you to communicate directly with Amazon and advise them that the transfer had no amount and if they can re-initiate the transfer with the actual payment.
