There is NO Global Payment Service in the Receive tab

I got an email from Payoneer that in order to use Global Payment Service, I need to go to 'Receive' tab and select 'Global Payment Service'. But the problem is there is NO 'Global Payment Service' in the Receive tab. Am I the only one with this problem? Can anyone please help me with this...Thanks in advance.

    The Global Payment Service is currently unavailable for new customers in your country.

    We are working to make it available again and hope that this is a temporary measure. In the meantime, we apologize for any inconvenience this may cause you.
