Withdrawal rejected because Citibank was not reimbursed cont.

My case was closed without resolving my issue. I did reply to customer support and I am waiting for further response. What happens is that no explanations have been given to me regarding why Citibank voided the withdrawn. So I don't know whether the situation can happen again, as you know I have bills to pay and no one will be waiting for 14 days (hopefully) until I can pay if this keeps happening.
