Can't make a payment and info about bank account

Hi there ,
I made my account on august 31,2019 submitted everything but that was not approved till then i send money in the account from my friend's account . now everything is approved and bank account is also approved so i have added some more funds to check my account's activity that is it working or not. I attached my payoneer account to my fiverr account and the funds were transferred successfully . now i have funds in my account more then $100 i also ordered payoneer's mastercard. the problem is just that when i want to make a payment it says Before you can make a payment, you need to receive additional payments from one or more of the options below. But i already did that i linked my fiverr account to payoneer and getting the funds, also checked in the funding sources section and there is also fiverr added.
i contacted payoneer customer support but did not receive any response yet . i need the funds to be transferred urgently that's why now i am asking this problem here i hope you will help me out .
My second question is that can we add a bank account to 2 payoneer accounts ? is that possible ??

@Sajjad_Ali You have not received enough payments to be enabled for this extra fee service we provide. The ability to pay other Payoneer users via the Make a Payment function is enabled once our users start receiving payments from individual clients and companies that pay through Payoneer. If you are still receive error messages when trying to pay another user, you will need to receive additional payments before the feature can be enabled.
