Why am I being asked for my address again and again?

Hello sir,
Customer ID:- 34615829.
I am submitting my address details third time now. The address I am providing is my personal residential address itself, we don't have any apartment/street address to provide. This is my complete address, the format in which we generally write it (House name, Lane name, District, State, Country and Pin code). But there is no option to provide State name in your Payoneer page.
(Recently I received a postcard from Germany using this address only)
Please help me with this issue.
