Why can't I send payments as a new user?

I'm trying to pay a freelancer from upwork, he suggested to me Payoneer. I made a profile, added bank account etc., then I try to pay and there's no option to send him money. I do some digging and I find out I need to have received payments first before I can send money? This doesn't make the slightest bit of sense to me; why would I have received payments when I'm trying to pay people for app development work? There is no reason I will ever receive payments on here, so does this mean I can never use payoneer to send money?

You are correct. You will need to earn at least 5,000 in payments to be eligible for the payment request service. However, keep in mind that if you are trying to pay a freelancer and they have their own Payoneer account, they can send you a payment request for you to be able to pay them.
