Cancel pending payment

I don't know why you keep closing discussion when my question hasn't been satisfactorily answered.
**I want the pending payment in my account to be returned back to the sender** .
I don't currently have the ‘valid’ ID you request.
The prices for these IDs are high around here and Driver's license which is a little bit cheaper takes 3 months to be issued. International passport is costlier more than I can afford. So, I want this money returned back to the sender and when, in the next 3 months, I have my driver's license, I can get the account approved. Please, thank you.
