Stripe wont accept payoneer

So I have contacted stripe support and their answer was "While I would love to have better news for you,
Stripe currently does not support payouts to
Payoneer bank accounts. One of our
requirements from our financial partners is that
each user has a bank account located in the
same country as their Stripe account. As
Payoneer exists online only, they would not
meet our terms."
I did some research and found this:
"TH The banks used by payoneer are not virtual, they are physical entities existing in the United States of America, such as "Bank of America" or "First Century Bank". They are bank accounts with special characteristics but they are bank accounts that physically exist. So I do not see any problem in transferring money from stripe to payoneer using Global Payment"
Is it true? If yes why stripe declines!

    Hi there.

    Please note that while the Global Payment Service has some functions of banking, it is not a bank account. Companies can transfer payments using your receiving account details, but you cannot charge your receiving account. Any charge attempts will be declined. These are virtual details.

    Regarding Stripe, payments sent from them are generally accepted when using the Global Payment Service. If you are facing issues to link your Global Payment Services details to Stripe, please contact via inbox or via Support Center
