Problem transferring the balance from the old card

Hello,
Following the expiration of my old card which displays a balance of 24.29 USD, I received a new card denominated in EUR.
The problem is that the balance of 24.29 USD from my old card expired on December 31, 2019 has not been transferred to the new card.
Please tell me how to transfer the balance of 24.29 USD to my new card?
