I can't find global payment service, and i can't add a new bank to my bank account

Hello as the title said i can't find global payment service, and i can't add a new bank, when i enter to settings → bank accounts i get this message: "You don’t have any available bank accounts at this time. For more information, contact us". and i don't have an :'( option to add a new bank account. and also i can't claim a new card, because my old card is expired, and i got that message: "You already have the maximum number of cards allowed - one active card per currency". so what should i do to get a new card or bank account and benefit from my account? and thank you

    Please be advised that your account is part of our old card account programs we no longer support. You will need to create a new Payoneer account with a new email to gain access to Payoneer's latest features.
