Payment without a payoneer account - how to file a dispute?

Hi all,

I paid $200+ to someone via Payoneer, using my card to pay for a service. Long story short they ended up blanking me and didn't complete the service (or start it).

As I'm under the age of 18 I cannot register to Payoneer but I could pay a payment request without an account. Because of this, the only support option available to me is the 'send message' which did not get a response after about a week.

I tried calling the support number and using the live chat but for both I need a Payoneer account.

Anyone know what I should do? This is a lot of money and I read here that the only way to get a refund is to get support of Payoneer to file a dispute on your behalf.
