MY BALANCE BLOCKED

recently about a month ago payment from stripe was to be settled to my bank under global payment service, later a day after my payment is blocked and pending payment canceled. my payoneer balances blocked as am told the account is under review its been a month ..why cant i see my balances or settle the same to bank ..if you dont want me to use payoneer anymore settle my balances of usd 3870 usd that was sent from global payment service this balance is alot ..av been patient enough from two weeks to a month no communication nothing
