Why can't I link my Paypal account and the U.S bank account from Global Payment Service?

I can't link Paypal account with my Payoneer account. I dont understand what seems to be the problem. My payoneer account been verified. After I entered my routing number and account number in order to link the bank account that have been provided to me by Global Payment Service (USD) but its not successful with a error message from Paypal saying, "We're sorry. We're not able to process your request right now. Please try again later.". Please resolve this issue soon. Thanks

Hi there. By any chance, do you have any card with funds linked to your Paypal account?

This has to be done before linking the Global Payment Service details because PayPal needs first to verify an active method of payment

Does this mean I have to have some funds in my payoneer account first?

@ABDULMOTIN You will need to have a card linked first, it can be any card (credit or debit) with funds, so PayPal can confirm you have payout method. Once you do that, try to link the details again.
