Payment Declined but the amount is not sent back to my account.

I have made a payment from my account which was declined by Payoneer. Told that my card was not charged and it would take 7 business days for my card to be updated. However it has been more than 20 days and the money is not returned to my bank account.

I have emailed Payoneer requesting the status but they have not responded. I have tried their live chat service for which each time morethan 70 people waits in a que. After a while it gets disconnected while I wait for the chat.

This is unacceptable to be seen from anyone who handles cash. Very unreliable. I am worried not knowing what they have done to my cash. Should I get legal advice? Please suggest.
