Unable to link PayPal to Payoneer

Hi,
My account is not being accepted by PayPal.
- I have a card link
- It has sufficient funds
- I’ve logged tickets, but unrelated responses with no option to reply as the forced options does not help
- I’ve attached screenshots to my tickets
- Ticket Numbers 200418-017367 and 200418-016983
- I’ve read all the threads and ensured everything is in place.
