Why does Payoneer charge for expired card?

Yesterday I got a payment from maxbounty. My card is expired, But after received payment payoneer charge $29.50 from my account. I tried 10 times to call payoneer but I didn't get any response.

How can I get refund $29.50?
No need card anymore, I want to cancel card order. Even my card order is still pending for approval.

I want to dollars in my main balance not in card.
How can I transfer USD from expired card to my payoneer main balance?

    @Rashedul Hello,

    Please be advised that the 29.95 charge is the fee for the annual maintenance of the card. This can not be refunded and is charged once a year from available balance.
