Are new customers eligible for RECEIVING the Payoneer to Payoneer payments?

Hi, I have a subcontractor who doesn't currently have a Payoneer account but is willing to sign up, so that I could pay him directly from my Payoneer account.
I have a "Make a payment option", but I have already received payments from your partners.
So are new customers eligible for receiving the payments from another Payoneer user right after registration - or will they also have had to "earn" that "Make a payment" button before, by receiving some payments from your partners, etc?
For now, my subcontractor plans to receive Payoneer payments only from me, so I'm trying to figure out if there's any use inviting him.
Any thoughts on that? Thanks

@FrancescaM Hello,
The Make A Payment service is subject to eligibility. When clients register a new account, they will first have to receive payments into their account, before this service can be enabled.
