Facing issue to withdraw funds to local bank

I have reopened my account and order the card in Feb but unfortunately its still in pending, I know its all because of COVID-19.
My question is that how I can transfer my funds to my account from my card so I can add more and withdraw them directly to the local bank. Currently I can add but can't withdraw them to my local bank.

    Please be advised that your card is pending because we need you to submit a valid shipping address. The one you submitted is a public one. Also because you registered for the card account, you will need a non expired card in order to have access to your funds and our other services.
