Can't Access my Old Account - Your account access appears to be restricted

I had my Payoneer account opened long ago (maybe at 2012). I collected the Card and activated too! But Unfortunately I had not earned a single penny at that time and that card expired without any use. So far I recall the activation charge was $25. The card was connected to my Odesk Account.

But currently I need to activate/ reopen my account. I lost its password. In the process of retrieving the password I'm experienced with the following message...

"Your account access appears to be restricted
Contact Us"

Clicking "Contact Us" seems swim across a ocean ! What Should I do!? My Customer ID is 9**481.

    This is account is an old card account program we no longer offer anymore. You will need to create a new Payoneer account with a new email. This will ensure you have access to Payoneer's latest features.
