Confuse about updating fees

I got this notification from payoneer on my account-
"We are updating our fees, including adding an annual fee that will be charged only if you did not complete at least one transaction using your Payoneer account or your Payoneer card in the last 12 months. This update will take effect from July 4, 2020."

It said in the notification that the update will take place from july 4th of 2020. About 12 months period does it mean that if i don't make any transaction from july 4th,2020 to next 12 months then i have to pay the fee? Or the 12 months before july 4th,2020 also count? I opened an account in march of 2019 and have not made any transaction in last 12 months because i left my online works. But recently i am starting my works again. That's why asking.
