My card was expired in 2016 how can I activate it right now for using?

There is no actions in settings for sending new card. I cannot add new card bcause cards limit reached. When I try to get help form support for my topic there is automated answers by email with this text:

"Please note: If your card doesn't have balance and hasn't been used for a longer period of time, you will not see an option to order a new card."

Allright ) and what can I do with it? Is it possible to use this account again? Or I have to create new account? Will it be correct create new account if I have one with expired card in it?

looks like some UI bug or something. Will be glad for any help and advice.
