Why? When I am going to add a new payoneer account to my fiverr id it's always showing that error

Every time this message showing to me. (Oops! It looks like you’ve already submitted your Payoneer application.
If you did not receive your card, or are unable to access your account, please contact our Customer Support department)
Can anyone solve this problem for me?
