Why None of my replacement cards reaching Bangladesh?

My Payoneer Card has been expired more than 8 months before. and I have submitted the replacement card 1 month before expiry, I have not received that card. Then I have submitted another replacement, that one is also not received. Its my third attempt to resubmit another replacement, which is pending more and more verification. I do not mind the verification things, but why the heck the card does not reach my country? Covid has not blocked the world for 8 months.
