Common Issue getting the 2nd card after first card expired

My first replacement was ordered on 3 Oct 2019
When it didnt come in time 2nd replacement was ordered on 23 Jan 2020

Where in the world the card should be right now if that is not yet reached my address after 11 long months? $40 is huge amount of money comparing to a simple card to send in an envelop via courier. If your 2 shipments did not arrive my country in 11 months, How could the first card arrived in time to the same address? I have heard from lots of our co IT professionals that they always face issues getting the 2nd card and they had no way but pay $40 for a simple expedited courier.

Is this a policy that we must pay $40 for the 2nd card?
