Balance Blocked

Hello All

I have a problem with sending a payment that has blocked my client's account balance. here I have 2 transactions namely 211133766 and 210773606. I request for transaction ID 210773606, please cancel. But I received a reply to my message via email that all my transactions were canceled and that caused my client's balance to be blocked

Does Payoneer make jokes like this ?
