Payoneer Account Declined

Respected Sir/Madam!
Sir previously I submitted new account application with my email address ( [email protected] ) and it has declined instantly and then got blocked permanently.
Today I submitted a new application with new email address ( [email protected] ) and again got an email " Payoneer Account Declined ".

I have submitted all the details correctly, Please tell me the possible reason why I am getting this error.
