Make a Payment option is not enabled.

Hello,
I have a problem in my account.
I'd like to use Make a Payment option in my account but It's not enabled.
There are several options to enable Make a Payment and I have received a lot of funds via first and second option.
But I still can't use Make a Payment.
How can I solve this problem?
Please help me.
