Legal Document verification submitted but 9 days passed

I have ordered a new card after the expiry of my old card but for some reason Payoneer system demands me to approve my National ID and Legal Document. First of all I don't know why this is required as this is not my first card to use, I have used this account for 2 years and my account and everything was approved before. Why ask for it again?
Secondly I submitted my National ID and Legal Document again, in which National ID was approved but Legal Document just says "SUBMITTED" in history of verification center and it has been more than 9 days. Please Payoneer Team, kindly approve my document and send me the new card. Thanks in advance.
