My Account has Blocked

I have created an account backed in 2017 with email address and I did not use it or verified it for two years.
Now in 2020, mistakenly I again created an account with same email which I used in 2017 because I was not remember about my account that created in 2017. So my account has blocked. After waiting one week, I decided to create account with DIFFERENT email (but same bank account details which i previously used).
Now I received an email that "Looks like you already have an Payoneer Account, and You can only have one account", and my this account has blocked as well. I tried lots of FAQ,s and Feedback but receiving system generated emails. Kindly look into this matter Its been a long time now I very frustrated. Your response is more valuable for me. Please guide me the right way !!!
