LinkedIn payment issue

Hello
When I check out with my Payoneer card in linked in it gives me this message
Your card issuing bank declined the transaction. Please check your card info or use a different payment method and try again. If your card is up to date, contact your bank to learn more.

there is nothing wrong with my card no restrictions what so ever.
how can I resolve this?
