Why can't I add a bank account or request a new Payoneer card?

I made Payoneer account around 5 years ago. In this period I haven't made a single transaction using the account. I did log in every now and then, add my local bank account and receive a Payoneer card. Last time I re-activated the Payoneer Card last year. This year it has now expired instead of the deactivation. After logging back in this time to finally use the service. I couldn't:

1- Add a new local bank account even after deleting the old one.
2- Find an option to renew the Payoneer card.
3- Find the Request a payment option.

Is my Payoneer account disabled or something? Do I need some sort of verification? Please help so, I can use the service and request the payment. It's urgent. Any sort of help is appreciated.

P.S: I don't remember if the national ID details of a Payoneer user are associated with the Payoneer account. But recently my national ID card has also expired which I renewed.
