Unable to fiver as a funding resource

When i try to add payoneer as a withdraw method from fiver, payooner says unable to add this funding resource. Try creating account with new email. I just submitted documents from verification center 2 days ago, Is it necessary for the account to be approved from verification center in order to add fiver as a funding resource?
