Balance Blocked with zero dollar amount and expired card

Hey guys, I need help with my account. My Customer ID is 16344588.
I got the Payoneer card back in 2016, but didn't have chance to use it.
Now when I log into my account I see "Balance blocked" near my USD purse and I see that my card was expired in 2019. I want to renew my payoneer card but I don't have any "Order New" button.
