HELP! Need Community Federal Savings bank account. Payoneer has not replied AT ALL.

Hello!
I am in need of a Community Federal Savings bank account. I need it to transfer funds from Paypal. I have already tried using the current Bank of America account, to no avail. There is also a valid connected card and local bank account in my Paypal. I have also attached a screenshot of me trying to connect the bank account in my ticket.
I have also opened a ticket containing the screenshot and my message, but have received no reply.
Please do help me in getting a Community Federal Savings bank account.
